Health Commission of provinces, autonomous regions, municipalities directly under the Central Government and Xinjiang Production and Construction Corps, Department of Ecology and Environment (Bureau), Market Supervision Bureau (Department, committee), Disease Control Bureau:
In order to protect the health of radiation workers, patients and the public, and promote the high-quality development of radiation diagnosis and treatment work, we hereby notify the following matters concerning further radiation monitoring of medical radiation sites in medical institutions.
1. "Radiation monitoring" as referred to in this Notice refers to the monitoring activities regularly carried out on medical radiation sites in accordance with laws, regulations and technical standards, including the requirements of the Law of the People's Republic of China on the Prevention and Control of Occupational Diseases, the Law of the People's Republic of China on the Prevention and Control of Radioactive Pollution, the Regulations on the Safety and Protection of Radioactive Isotopes and Radiation Devices, and the Regulations on the Administration of Radiological Diagnosis and Treatment. Radiological hazard factors testing in radiological diagnosis and treatment sites and radiation monitoring in medical radiation sites should be carried out regularly. The content and technical requirements of monitoring shall comply with the provisions of the relevant national or industrial technical standards.
(2) The radiation monitoring results issued by the radiological health technical service agency qualification or the inspection and testing agency qualification certification (CMA) for the workplace of medical institutions shall be recognized by the competent departments of health, ecological environment and disease prevention and control at all levels. The radiation monitoring work should also meet the relevant supervision and management requirements of the competent departments of health and ecological environment. The competent departments of health, ecological environment and disease prevention and control at all levels shall not require medical institutions to carry out repeated monitoring of the same items within a testing cycle.
3. When a radiological health technical service agency applies to engage in radiation inspection and testing activities that fall within the scope of the administration of the Certification of inspection and testing institutions (CMA) according to law, the market supervision department shall handle them in accordance with legal procedures. Institutions undertaking radiation monitoring work in medical radiation sites of medical institutions are encouraged to obtain the certification of inspection and testing qualification (CMA) and the qualification of radiological health technical service organizations at the same time, so as to provide convenience for medical institutions to carry out radiological diagnosis and treatment equipment quality control testing, emission waste radiation monitoring and other radiation-related monitoring.
The competent departments of health, ecological environment and disease prevention and control at all levels shall work closely together to promote the perfection and unification of relevant standards. Supervise and manage medical institutions according to law within the scope of their respective responsibilities, and urge medical institutions to strictly implement their radiation site safety responsibilities according to law. Strengthen the awareness of proactive service, strengthen communication with medical institutions, actively explore measures to optimize administrative licensing procedures, and effectively reduce the burden on medical institutions. Guide all service institutions to strengthen their legal awareness, responsibility awareness and service awareness, and carry out radiation monitoring work in medical radiation sites of medical institutions in accordance with law and regulations.
This notice shall take effect as of the date of promulgation. The former General Office of the Ministry of Environmental Protection and the former General Office of the National Health and Family Planning Commission issued on February 3, 2016, the "Notice on radiation monitoring of medical radiation sites in medical institutions" (Environmental Affairs Office radiation Letter (2016) No. 274) repealed at the same time.
